Goalkeeper Williams was one of Horsham’s key players last season, but was unable to prevent the club’s relegation from Ryman Division One South.
The Hornets have unveiled a host of new signings ahead of their first full season under manager Dom di Paola, but had been without a keeper until securing Williams’ services.
Defender Brad Lewis has also joined the club.

“He loves the club and its supporters and that played a massive part in him agreeing to stay on.
“Everyone knows what a terrific keeper he is so I’m thrilled that he’s signed.”
Williams joins defender Tom Gilbert as the only two players to remain at the club from last season.
